Policy Statements

1. KUGS­FM is an AS Activity Approved by the Board of Trustees in 1977

KUGS-­FM is an activity of the Associated Students and has been in operation since 1974 under authority granted by the Federal Communications Commission. The official broadcast programming policy was approved by the Western Washington University Board of Trustees in Motion 2­01­77 on February 3, 1977. The complete and detailed policy of KUGS-­FM is available from the Office of Director of Student Activities in the Viking Union. The following is a condensed version of that policy.

2. Programs Are Reviewed and Prepared Quarterly

Selection Of Programs

Each school quarter, the KUGS staff, under the advisement of the Program Policy Committee, prepares the upcoming quarters' programming schedule using the Programming Tiers. Current programs are reviewed and evaluated as to how they meet KUGS programming goals. The KUGS Program Director develops the quarterly program schedule in conjunction with the core staff.

Volunteer Application

People wishing to become involved with KUGS both on and off the air must fill out a general application form and submit to the program director. After review by the Program Director and other core staff, the applicant may be contacted for a personal interview or a more specific application may be sent out.

Applications will be kept on file for six months. All applications will be kept confidential. A personnel file will be established upon becoming an on-­air programmer.

3. Programmers Must Follow FCC Rules and Regulations

Primary Responsibilities

Rules and Regulations of the FCC. There are a great deal of regulations governing both the and individuals serving as a broadcaster. Disregard for any FCC rule can result in programmer's immediate removal from the air. It is the programmers' responsibility to be aware of the FCC rules and regulations which affect them.

Documents must be correctly filled out, including the Program Log, the Transmitter Log, the Music Play List, and the Public Affairs Log where applicable.

On­-Air Obscenity

No programmer or guest may swear on the air. The programmer is responsible for the actions of a guest.

The seven words (FUCK, SHIT, PISS, TIT, COCKSUCKER, MOTHERFUCKER, CUNT) are never allowed on the air. The Supreme Court has ruled these specific words are illegal for broadcast. Explicit description of sexual or excretory activities, including descriptive noises, are not allowed on the air either.

Not knowing what is contained in any spoken word or music piece will not be an acceptable excuse for obscenity over the air. Accidental broadcast of obscenities must be reported to the Program Director as soon as possible.

4. Public Service Announcements Are Required to be Broadcast

Secondary Responsibilities, Public Service Announcements (PSAs)

PSAs are a service to listeners on the campus, and the community. Programmers are required to play PSAs as directed by the Program Log, and may also play additional PSAs if they wish. Political candidate statements are not allowed.

Security at the Station is Important

Station Security. During non­-business hours and holidays the operator in charge of the transmitter ­­ the on-air programmer ­­ is responsible for the station and the personnel and equipment in it. The operator may ask anyone to leave if they are not a current programmer or they are a threat to KUGS property and/or persons at the station. The station is not left unattended or the signal turned off without proper authorization.
