Course Fee and Lab Fee
A fee charged directly to students to cover the cost of materials or services provided for a specific course.
Academic Program Fee
A fee charged directly to students to cover the cost of materials or services provided by an academic program.
Policy Statements
1. Departments May Establish a Course Fee or Lab Fee
To cover the cost of goods and services that are provided to students for a specific course, departments may establish a course fee or lab fees, if such costs are not covered by state funds or other student fees.
2. Departments and Programs May Establish an Academic Program Fee
To cover the cost of goods and services that are provided to students for a specific program, departments and programs may establish an Academic Program Fee, if such costs are not covered by state funds or other student fees. An Academic Program Fee must cover the cost of goods or services provided to students.
3. Course or Lab Fees Must Meet Certain Criteria
A course fee or lab fee must meet at least one of the following criteria:
- Cover the cost of consumable materials used by the student to make items in class which will be retained by the student.
- Cover the cost of individual student’s specific expenses , e.g, artist models, technicians, which are unique to the student’s work activities.
- Cover the cost of supplies and materials which are required in the course and are being provided directly to students for conveniencece and/or economic purposes.
- Cover the cost of course-specific equipment repair and/or replacement. Equipment repair and/or replacement costs may be shared with other courses.
- Cover the cost of field trips and related courses.
4. Fees that Have Not been Approved Cannot be Charged
Establishing new Course Fee, Lab Fee or Academic Program Fee, or making changes to existing fees must follow PRO-U2000.01. Fees that have not been approved cannot be charged.
5. The Office of Strategy, Management and Budget Publishes the List of Approved Fees and Rates

6. Fees Will be Charged in an Accurate and Timely Manner
Fees can be charged to the student during the registration process or be charged by the instructor/academic department/academic program during the course. If a fee is charged during the course, the instructor will verify payment by student prior to issuing grades (see PRO-U2000.01).
