WWU is committed to ensuring equal employment opportunity, in compliance with applicable federal and state civil rights laws, and University policy. WWU develops and implements equal employment opportunity programs, including for individuals with disabilities and protected veterans.
Definitions
Equal Employment Opportunity Programs
Equal Employment Opportunity (EEO) Programs include:
- availability for inspection by any employee or applicant for employment upon request
- invitation to self-identify
- EEO policies and methods for internal and external dissemination
- outreach and recruitment efforts
- audit and reporting systems
- responsibility for implementation
- relevant training for all personnel involved in the recruitment, screening, selection, promotion, disciplinary, and related processes to ensure appropriate implementation of EEO programs and policies
- data collection analysis
- benchmark/utilization analysis
EEO Programs will adhere to the standards for compliance and obligations set forth in applicable state and federal regulations. See Vietnam Era Veterans’ Readjustment Assistance Act and Section 503 of the Rehabilitation Act of 1973 (Title 41, Subtitle B, Chapter 60, Parts 60-300 and 60-741).
Policy Statements
1. Western Washington University Develops EEO Programs and Reports Annually
The results of the EEO Programs are reported annually, conform to current state and federal guidelines, and will represent the University's good faith efforts to eliminate barriers to equal employment opportunity.
2. The Board of Trustees Pledges its Commitment to Equal Employment Opportunity
The Board of Trustees delegates responsibility for promoting and enforcing EEO and related programs to the President of the University.
3. The President Carries Out EEO Responsibility
To comply with this policy, the President:
- Designates the Director, Civil Rights and Title IX Compliance (CRTC) as the official responsible for development and overall implementation of the University’s EEO programs.
- Delegates responsibility for ensuring the success of these programs to other university employment officials, managers and supervisors.
- Ensures that the resources necessary for the implementation of this policy remain a priority in the University budget.
4. Director, CRTC Administers the EEO Programs
To comply with this policy, the Director, CRTC:
- Makes the EEO policy available to all employees and the public.
- Maintains discrimination complaint procedures.
- Facilitates the informal resolution of discrimination complaints.
- Receives and investigates complaints of illegal discrimination and makes recommendations for solutions.
- Serves as liaison between the University and the state and federal enforcement agencies regarding externally filed complaints and compliance reviews.
- Keeps the University informed concerning developments in discrimination law and takes appropriate steps to assure timely applications of new regulations in all administrative or operating units of the University.
- Monitors employment recruitment processes and work climate for continual compliance with the requirements of anti-discrimination law.
- Facilitates compliance with equal opportunity regulations in programs and services provided to students and the public.
- Prepares the annual EEO programs and provides these to the President for review and approval.
- Prepares reports and analysis as required by federal and state agencies.
- Maintains internal and external awareness of the existence and value of EEO programs.
- Develops and oversees effective EEO training programs.
5. Vice Presidents and Deans Support EEO Programs
Vice President and Deans are responsible for promoting and providing support for EEO Programs within their divisions and colleges by:
- Participating in the development and implementation of outreach and recruitment efforts, including for individuals with disabilities and protected veterans.
- Ensuring appropriate non-discrimination clause in all contracts.
- Annually reviewing, with CRTC, the results of the EEO programs and how leadership can foster support for these programs within their respective units.
- Ensuring employees participate in the University’s EEO training.
6. University Employees and Supervisors Support EEO Programs
All University employees and supervisors support the University’s EEO programs by participating in required training and by creating and maintaining an environment conducive to ensuring equal employment opportunity.
